Adobe appears to have made a KB article about this, and supplied updates
for the English, French, German, and Japanese versions of Adobe
FrameMaker 2015 and 2017 from this page:

There is no installer for this file - you have to extract the EXE file,
and replace the existing FrameMaker.exe file.
According to the Adobe Tech Comms Tools Product Manager, there's a forum
entry that indicates that the PDF output may affect PDF output as the
Windows change affects widths of printing of characters.
As it is not listed on the Adobe Downloads support page:

... I would hazard a guess that Adobe won't say it is really fixed yet.

P.S. I so detest Windows 10. It makes Windows 8 look positively stable
and well designed!
