Typically, any content inside of an anchored frame is rasterized into a single image file. As a result, the Publish process probably ignores any conditional text settings in text frames inside of anchored frames. The alternative is to duplicate the anchored frame, have one version in one frame and the other version in the other frame and make the anchored frames conditional.
