Doesn't seem to be a problem.
On Win-7 I had versions 5.5.6, 6, 7.2, 8 ... 15 installed. With the transition 
to 
Win-10 I  had to skip FM-9 due to severe licensing problems which Adobe could 
not 
solve. And FM-10 is quirky on this system, but can be run.

All are installed (for example) in H:\Adobe\FrameMaker.556en or 
H:\Adobe\FrameMaker.6fr (the language versions need to the be switched somehow, 
they 
can not be active in parallel). Newer ones stick to their installation 
directory, and 
hence require an additional level H:\Adobe\FrameMaker.15en\Adobe FrameMaker 2019
