Tammy, I have no Frame advice to offer (I am sure you've tried everything I would have tried, and I'd be equally frustrated in your situation), but as a workaround, can you manually create these links in Acrobat after the fact? To be clear, you shouldn't HAVE to do this, but in a pinch...
