WebWorks ePublisher Pro supports source in Word, DITA, and FrameMaker. RoboHelp, Flare, and WebWorks can all produce professional-quality PDFs. Pushing a client to FrameMaker when they've never used it doesn't seem to me like a good move in 2022 unless maybe PDF and/or print are the only deliverables.
