Yep, it is. And what's really annoying is that this issue w/ my installation (2019) came and went, and came and went, and now, apparently, it's here to stay (oh joy!). And all I can tie it to is a recent round of Windows updates because that's when it stayed permanently. I know that I am grasping at straws here, but I haven't touched my installation in like a gazillion years in terms of customizations, etc., and there hasn't been updates for it in a long time either. (I still have it phone home for updates just for grins and giggles to make sure and there's been no updates to 2019, perpetual installation forever!)
