Thank you for sending me error logs.
I felt that test code tries to test very rare case scenario. And it always
fail in a certain language circumstances.
In my program, I use SiteEncoding to convert text to UNICODE. So, that
test code makes problem, because Latin-1 exists in str and it only runs on
locale.setlocale enable condition.
