1.  If you're not putting a lot on the computer itself (no big itunes
library, personal photos, etc) 256 is plenty for the operating system and
programs you'll use.  However, video editing performance is significantly
better on SSD.  It can be convenient to move your project onto the
computer's hard drive while editing, then back off again when you're done,
so for that reason you might want more space.  But there's nothing wrong
with doing everything off of the external hard drive.

2.  Nothing wrong with 3rd party RAM.  It's user replaceable on the 27".

3.  It will most likely come with Mavericks at this point.  There's no
official way to downgrade to Mountain Lion.  You might be able to set up a
partition and put Mountain Lion on that - although I don't know where you'd
get the OS outside of a Genius Bar appointment in an Apple Store (Mountain
Lion was never released on any sort of media - download only and it's no
longer in the App Store).  I'm sure someone on the internet has figured out
a solution to this, however.
The long term solution though is that FCP 7 is no longer officially
supported, so you will have to switch to FCPX or another editing program
some day, probably within the next 2-3 years.  FCPX is already over 2 years
old.  Best to accept that and prepare as soon as you can and figure out how
to transfer old projects to new formats.  Stopgap bandaging things with
partitions or old OS images won't last forever.
