There is a professional piece of video production gear known as a scan 
converter.
The correct scan converter for your needs will have analog outs to go into a 
VHS deck.
This will give you a purer image than "burn your video
    onto DVD and then dub to a VHS cassette. DVDplayer -> VCR"

Scan converters come in a range of qualities and prices.
They can take different resolutions in, and modify them as they go out.
Some are simple with only presets, and some are very complex, with the ability 
to manipulate the ingoing and outgoing signals.
They can be rented from A/V rental houses.
Buying would be pretty expensive.

    It's relatively easy to get digital video onto VHS - you just need a
    VCR and a composite or (S-Video) output on whatever digital player
    you are using. The most straighforward setup (though not offering
    the best quality before the video gets to VHS) is to burn your video
    onto DVD and then dub to a VHS cassette. DVDplayer -> VCR
