To comment specifically on D-BUG from .nl : that user group is effectively dead. The remaining money on the D-BUG bank account has been transfered to the NLUUG (Netherlands Unix Users Group). I know because I had to sign for that transfer to happen. Not enough volunteer force to keep it afloat summarises it.
