Ah, on another system with LANG=en_CA.UTF-8 I get:

e2 9f a9 \xe2\x9f\xa9 is U+27E9 MATHEMATICAL RIGHT ANGLE BRACKET
I'm not sure what change caused us to go from <> to ⟨⟩.
