dialog(1) prints ugly black bars in programbox output
This PR is similar/identical to PR 242613 which fixed cdialog from ports.
This problem appeared in the earliest versions of 13.0-CURRENT and is still
present in 13.0-BETA3 and also in 14.0-CURRENT.
The problems appears to have entered the base system when dialog-1.3-20180621
was acquired.
According to PR 242613, the problem was fixed by dialog-1.3-20200327.
The current version of dialog appears to be dialog-1.3-20201126.
The problem can easily be reproduced by:
cat /etc/rc,conf | dialog --programbox 23 76
