Makefile: add option to avoid building src & src-sys packages
add option to avoid building src & src-sys packages
this allows src & src-sys to not be packaged
useful for minimal builds which do not install src* ever, yet it could take lot
of time, compared to build itself, to package them
there is no docs as i can't come up with good description and even variable
namr can be improved imo
