Dual 10Gbase-T RJ-45 Intel X540 card doesn't work

Card configures correctly (static) but after attaching to 10G switch, 2.5G
switch, and 1G switches, can never get carrier signal.
Tried manually "ifconfig ix0 up" and other variants with media option and still
doesn't work.
Tried this on both 15.0-RELEASE-p3 and 14.3-RELEASE-p7 but neither worked.
