Noticed on Lenovo ThinkPad P14S inside Hyper-V guests. I do not know who is
working on hwpmc support these days, or any time this support could land. It's
out of my remit and expertise.
The current most likely workaround is to use Intel VTune with a commercially
acquired target licenses, as the Netflix personnel are believed to do.
