No, it's named for Joliet, Illinois.  It originated in Windows 95
which was at the time codenamed Chicago.

Ha! Tres apropo. Illinois has a very old state prison in Joliet. We used to swing by it for a look-see on the way to Chicago to buy bicycles and pizza. It was scary to see; quite a deterrent.
