U_LB_COUNT was previously bumped in bug 218788. Can someone check Chromium
upstream to find a bug/review tracking ICU 74 or one that included ICU 59 (not
necessarily 59) that adjusted to line breaks? Otherwise, it's not obvious how
to fix build or how long to wait.
