This is exactly the case. What's confusing is the inconsistent use of the '/usr' (unmounted) and '/usr' (mounted) modes depending on circumstance. ie, non-root can cd and ls to '/usr' (mounted), but not '/usr' (unmounted), but can't resolve a relative symlink in that path.
