make_keys is apparently being _re_built with new headers and old libraries due to dependency bugs. It should have been built earlier with old headers and old libraries, and not rebuilt. Rebuilding build-tools like make_keys would cause many other problems (e.g., mixing new alpha headers with old i386 libraries).
