Convert to new options framework

Hi,

Here is a patch that:
- Convert to new option framework
- Trim headers (totally because various people from freebsd-java doesn't fit the
  format :))
- Convert USE_GNOME= pkgconfig -> USE_PKGCONFIG=build
- Change maintainer address to eclipse@ which is more standard
