A lot of users want an up-to-date browser (unlike www/chromium ;), so the process is optimized towards that goal. For example, getting users interested to test updates before landing (e.g., during Beta phase) is near impossible. By pushing RCs to /latest early /quarterly users get more stable updates. Do you have a better strategy herding the cats?
