It appears it may be some 'Dummy' uart that is the front-end to 
a software modem of some sort.

We were looking at a toshiba tecra 8100 and tryinmg to see if the 
modem was usable from BSD.. We've given up.. We think it may be some kind of 
Winmodem thingy.
