Will the bandwidth limit include layer 2 Ethernet headers or will only the IP datagram itself be included in the accounting mechanism?
Total output on the em0 at layer 2 is limited to 1Mbit/s or IP going out em0 layer 3 will be limited to 1Mbit/s
