The `fib` of interface is for incoming packets. Every packet receiving on that
interface is tagged with that fib number.

The `tunnelfib` of tunnel interfaces is for outgoing encapsulated packets. When
those packets are leaving, a FIB with `tunnel fib number` is chose for routing.

I think the statement is somewhat confusing, it is more implementation
specific, but not user friendly.
