The IPv6 addresses provided in this environment are individual /128 addresses on a legacy SolusVM platform, not a routed /64 subnet. Only a subset of these IPv6 addresses are actually routed upstream. Addresses that are not routed do not receive Neighbor Advertisements from the provider, which explains why only some aliases respond. This behavior is consistent across multiple FreeBSD versions and is caused by upstream IPv6 provisioning/routing limitations, not by the FreeBSD network stack. This issue can be closed.
