In Xfce 4.8 management of panels is different regarding Xfce 4.6.x. You can use Perl script (xfconf-migration-4.6.pl, in /usr/local/lib/xfce4) find in sysutils/xfce4-utils (not tested). Or backup you ~/.config directory and run a new session in order to create a new ~/.config (you can delete xfce related stuff, it's safer).
