This has been discussed before.  The barrier to entry is currently set
at the "seems to be willing to work on FreeBSD over a period of many
months, and a fair number of PRs."

The problem with lowering it is that the Ports Collection is complex;
new committers need to e.g. understand how a single port commit might
affect other ports (e.g. broken INDEX), among many other things.

Again, it's not a new idea; it's just that we have decided not to
do it.
