try the following
a)
PORTNAME= CIF-Client
MASTER_SITES= CPAN
MASTER_SITE_SUBDIR= CPAN:SAXJAZMAN/cif
b)
PORTNAME= cif-client
MASTER_SITES= CPAN
MASTER_SITE_SUBDIR= CPAN:SAXJAZMAN/cif
DISTNAME= CIF-Client-${PORTVERSION}
