I think that part of the original poster's point was that instructions on
how to rebuilt dependencies could be generically included once (perhaps at
the top?) and then repeatedly included by reference where needed.
In addition, ACTION: REBUILD_DEPS can be parsable by ports management
tools and automatically handled.
Rebuild deps is the mostly used information in UPDATING so it can be
seamlessly handled by ports tools.
