Which is my point. pkg might not upgrade postgresql96-server because the version of THAT package didn't change, but you'll see in the output of Poudriere bulk that postgresql96-server was rebuilt because, say, libxml was updated or rebuilt because, in turn, some of its own dependency updated.
That's why Poudriere's bulk output is the best list to check what you might want to restart, IMHO.
