>From the vi manpage:
"directory, dir [environment variable TMPDIR, or /tmp]
The directory where temporary files are created."
Try an `ls -l /` and check the mode of /tmp.....also try an
`echo $TMPDIR` and see if it is set, and if so, what it points to.
