It turns out this wasn't a problem in the pkgdb at all. There was some kind of problem unregistering the java vm during the uninstall of the old jdk15 package. I finally realized that the output from the install was referring to a java vm registration, not a package registration: registervm: error: JavaVM "/usr/local/jdk1.5.0/bin/java" is already registered When I realized this, I ran # unregistervm /usr/local/jdk1.5.0/bin/java then `make install` from /usr/ports/java/jdk15/ and everything worked.
