Why??? Who knows? Maybe it's simply not there. But you can create one if
you have write access to the /etc dir. It's nothing special with this
file, i.e:
nameserver xxx.xxx.xxx.xxx
nameserver xxx.xxx.xxx.xxx
nameserver xxx.xxx.xxx.xxx
domain xxxxx.tld
# - or -
search xxxxx.tld
