You are probably doing the upgrade wrong.  You did read the notes at
the bottom of /usr/src/UPDATING, right?

Well, try the upgrade again.  buildworld, buildkernel, installkernel,
reboot with the new kernel, mergemaster -p, installworld, mergemaster.
