As root:
tcpdump: verbose output suppressed, use -v or -vv for full protocol decode

What you want to do is run this on one machine while you try to ping that machine (on which are running) from another machine.

Something strange going on in your network if your clients aren't ARP'ing each other.

What kind of router did you say? Maybe reset to defaults if the problem persists?
