I don't have access to my laptop (where I recently dealt with this), but /etc/devfs.conf (i think) has places where you can set the permission to devices. I believe I did 0666 (read/write to all) for acd0, cdrom0, pass0, and perhaps 1 other. After that (and manually setting perms to /dev/<list>) I was able to use k3b without being root.
