Maybe l2tpd is failing after initialization?  Do you see "l2tp debug" 
during "local package initialization" section of boot?

Try this:

/etc/rc.d/localpkg restart

does it show up?  Does anything show up?

Can you run it manually?  If not then it might be that l2tp is silently 
failing during initialization.
