No, the DHCP server is a rather lightweight daemon and will not add much load to your current system. And yes, one could reboot the machine acting as your DHCP server without screwing up the clients which have already gotten a IP/lease.

Note that rebooting a Unix system is normally not needed for anything short of installing a new kernel...
