you can't answer this question in general. The frequency-bands that you are allowed to use without special regulation are country specific. The most commen bands are the ISM bands at approp. 27MHz, 433MHz, 860MHz and 2.4GHz. Detailed start and stop frequencies (and other restrictions) often depends on the regulations in your country but some intervals are nearly international usable.
