Thanks - I moved the contents of /var/db/pkgdb to ~/pkg/, and then tried to build one of the packages. That gave me a different error, and a useful one. I went and ran portdb (not to be mistaken for pkgdb), in download-index mode. I copied the ~/pkg/ back to /var/db/pkgdb/, and the problem was fixed.
