Victor, If you are talking about human language translation, which I gather you are, then the amount of effort you will need to spend on developing and/or acquiring linguistic resources and/or building interfaces for linguists to code dictionaries and grammars, and/or interfaces for editors to render the output in a decent form, and/or tools to clean up the input, will far outweigh in importance the computational efficiency of your algorithms. Deciding between C++, Java, or Python etc. will be the very least of your problems...
