A lot of ISPs don't relay anymore because of spam. Say your ISP is foobar.com. Their mail server where clients can drop their outgoing mail will only accept mail coming from @foobar.com addresses. Since the original poster mentioned people collecting mail (and assumingly sending) from different ISPs (not the one the OP is on) they would run into this problem.
