Nocatsplash might do what you want: http://nocat.net/ which can run on a linksys wrt54gl that's running openwrt http://openwrt.org/ or ChilliSpot (can also run on openwrt, and others) http://en.wikipedia.org/wiki/ChilliSpot or Wifidog http://dev.wifidog.org/ Googling up places that are discussing those releases should give you pointers to others.
