I'm no expert on mod_perl2 or the Apache API, but from the looks of the port, setting WITH_MODPERL2=yes installs the extra modules so you can call the API library from a Perl script. The upstream package just wasn't designed to install correctly on a system where gmake is not named "make". The patch I created should fix that problem.
