These things are for cvsup utility setup and they are not invoked to point 
on options responsible for specific system building. Try to add the 
following lines to /etc/make.conf:

CFLAGS= -O -pipe
NO_FORTRAN=     true
NO_OBJC=        true
NO_X=           true
NO_GAMES=        true
NO_PROFILE=      true

and re-make buildworld, then make installworld.
