How exactly are you creating your image? The basic directories in a FreeBSD install iso are 'boot' (containing the kernel that will be used for the CD boot) and a directory with the name of the release e.g. 7.2-RELEASE. If you wish to include packages they should be in a 'packages' directory on the root of the CD.
