Using AEI sometimes causes problems with input, like not accepting keyboard input until the mouse is moved. It's not meant to disable hal input device detection anyway. So remove that AEI option.

If you want to disable hal for X input device detection, use
  Option "AutoAddDevices" "off"

But you are running hal, so you could just use it as intended. See the Handbook for setting keyboard type and layout.
