Uh -- compiling a kernel requires /usr/src/sys. I think you can do without the rest of the system sources if all you want to do is build a kernel. Yes -- all of the Makefiles used to run your 'make installworld' are held under /usr/src. Amongst other things -- for instance, you'll need the contents of /usr/src/etc/ in order to run mergemaster(1).
