I have run across this in the past, when building for a VIA C3-2 CPU; so
I have this in my /etc/make.conf:

# Inline limit warnings?
# Userland:
NO_WERROR=yes
# Kernel: Just turn off inline warnings
WERROR=-Wno-inline -Werror
