Yes, it's legal.  I don't understand why anybody would pay this kind
of money, though.  As it says at

you can download it for free from
ftp://ftp.freebsd.org/pub/FreeBSD/doc/en_US.ISO8859-1/books/handbook/book.pdf.bz2.
